Prepared Proposal for a Peaceful Resolution which was delivered to the Members of Security Council, UN Ambassadors, Foreign Ministers and Presidents prior to General Assembly at the United Nations Headquarters in NY on 5 October 2022. The proposal outlined the application of articles 4, 25, 27 of the ICCPR, article 1 of the Charter of the UN, and articles 2 and 5 of CERD. Presented the pathway to recovery for Southern part of Ukraine (Crimea, Donetsk Luhansk, Melitopol, Kherson ) via execution of the Right to Self-determination in order to remove all military presence in the region.

Prepared Proposal for a Peaceful Resolution which was delivered to the Members of Security Council, and to UN Ambassadors, all Foreign Ministers and Presidents. Proposed the formation of a new Treaty between Northern Ukraine, Southern Ukraine, and the Russian Federation on the Northern Ukrainian – Southern Ukrainian - Russian State border. In accordance with Article 4 of the International Covenant on Civil and Political Rights (ICCPR) and Article 1 of the United Nations Charter, the Southern part of Ukraine, encompassing Crimea, Donetsk, Luhansk, Melitopol, and Kherson, the poposal outlined the exercise the Right to Self-determination to facilitate the removal of all military presence in the region.

The proposed procedure involved conducting a referendum under General Assembly Resolution 1541 (XV) to establish the independence and sovereignty of Southern Ukraine. This resolution outlined three pathways for a Non-Self-Governing Territory to attain self-government: free association with an independent state, integration with an independent state based on equality, or independence.

Further, proposal set the conditions for conducting a referendum if hindered by the risks associated with ongoing military presence, the establishment of a Special Committee on the Situation regarding the Implementation of the Declaration. This committee would address the unique circumstances and facilitate the realization of self-determination for the Southern regions of Ukraine. On 26 September 2024, Joanna Accordi, in her capacity as Chair of the International Regulatory Body for Artificial Intelligence (IRBAI), submitted a comprehensive Strategic Peace Proposal for the Russia-Ukraine Conflict to key international stakeholders. This detailed plan emphasized a phased approach designed to facilitate de-escalation, promote compliance with international legal standards, and integrate advanced AI-driven regulatory measures to enforce peacekeeping protocols.

The proposal outlined a structured six-phase framework to guide peace negotiations, focusing initially on territorial de-escalation, arms reduction, and the establishment of secure zones, followed by broader recovery initiatives and long-term security arrangements. Specific measures included prohibiting the use of AI-enhanced weaponry, enforcing no-strike zones to protect civilian infrastructure, and deploying IRBAI's advanced monitoring systems to ensure compliance with ceasefire agreements. Additionally, the proposal laid out strategic steps for the eventual economic and social reconstruction of the region, aimed at fostering stability and facilitating a pathway to self-determination in key areas such as Crimea and Donetsk.

This initiative highlighted Joanna's dedication to achieving sustainable peace through innovative and enforceable strategies, positioning IRBAI at the forefront of conflict resolution efforts that bridge technology and international law.

International Regulatory Body of AI

Joanna Accordi has played a pivotal role in the establishment of the International Regulatory Body for Artificial Intelligence (IRBAI). In her leadership capacity, Joanna is responsible for formulating a comprehensive legislative framework for the XXX Charter under the auspices of the United Nations.

Joanna's multifaceted responsibilities extend to the strategic design and development of the IT infrastructure within the IRBAI. Her vision encompasses creating a robust technological foundation that not only facilitates the ethical, responsible deployment and audit of artificial intelligence globally but also ensures cybersecurity resilience.
